1. External Placement Panel Functions:

  1. To ensure that only those children/young people whose needs cannot be met in internal placements are placed outside of Blackpool.
  2. To ensure placements identified are jointly commissioned where appropriate.
  3. To ensure placements match identified need.
  4. To track plans for externally placed young people.
  5. Offer scrutiny to the commissioning process.
  6. To agree joint funded packages of support for Children Looked After.


2. Panel Process:

All requests for external placements should be made through the panel.  In emergency situations placements can only be authorised by the Assistant Director, Safeguarding & the Social Work and Safeguarding Service or in her absence, the Senior Service Manager.  In these circumstances, the case must be taken to the next available panel for verification.

The panel is held monthly and chaired by the Assistant Director, Safeguarding & the Social Work and Safeguarding Service, or in her absence the Senior Service Manager.  Membership of the panel is as follows:

Assistant Director, Safeguarding & the Social Work and Safeguarding Service- Chair
Senior Service Manager, Social Work and Safeguarding Service
Assistant Director, Health
Head of EBSD & EDTAS
Commissioning Manager, Social Work and Safeguarding Service
Head of Service, Children's Social Care
Service Manager, Children's Resources
Service Manager, CWAN
Group Manager (Administration), Social Work and Safeguarding Service


3. Paperwork Required for Panel

  1. Request for New Placement
    Core Assessment, Child's Plan, Genogram, Chronology and Request for Placement form endorsed by Team Manager and Service Manager.  The Request for Placement form will include short term & long term outcomes and work required to achieve these.
  2. Review of Existing Placement
    Child's Plan and latest LAC review record, Chronology, Health Assessment, PEP and 1st page of Report Proforma.

All paperwork should be submitted electronically to the Group Manager, Administration by the end of the Friday preceding the panel.


4. General Principles

In all cases, Social Workers should come to the panel prepared to articulate the length of time for which the placement is proposed and what work will be undertaken to return the young person to either their family or to an internal placement.

Should the External Placement Panel confirm a placement as permanent, any ongoing review will be via the Statutory Reviewing Process and no further review by the External Placement Panel will be required.
